Qualifications for Services for Children with Developmental Delay

Those children, ages 3 through 5, who are experiencing a delay in physical development, cognitive development, communication development, social or emotional development, or adaptive development. With this developmental delay there must also be a related disability from one of the 13 categories (300.7)(226.75), which requires special education/related services.

To Qualify for ECSE Services:

Age 3 – 5

A delay as specified below in the developmental areas of physical, cognitive, communication, social or emotional, or adaptive:
            (circle appropriate criteria)

  • 2 standard deviations in one developmental area
  • 1.5 standard deviations in two or more developmental areas
  • Three year-old children
    • 11month delay in one developmental area
    • 9 month delay in two or more developmental areas
  • Four year-old children
    • 14 month delay in one developmental area
    • 12 month delay in two or more developmental areas
  • Five year-old children
    • 18 month delay in one developmental area
    • 15 month delay in two or more developmental areas

Documentation of a disability during the eligibility conference which relates to one of the 13 disability categories

Documentation of an adverse educational impact and the need for special   education/related services
